Mr. Loeser is of counsel at Hagens Berman Sobol Shapiro where his practice focuses on class actions, false claims act (FCA)/whistleblower cases, consumer protection, and identity-theft/privacy. Under the False Claims Act, Mr. Loeser recently resolved litigation in the District of New Jersey which recovered fraudulently obtained Medicare Outlier payments from several hospitals. He is currently litigating a False Claims Act case in Seattle against a nationwide radiological imaging company alleging the fraudulent billing of radiology services and illegal lease arrangements under the Anti-Kickback Statute. He is also handling a number of False Claims Act whistleblower suits now under seal.
Mr. Loeser has been trying cases in federal and state courts for 12 years, first in San Francisco and Los Angeles, and since 2007 in Seattle. He has been lead counsel in numerous federal jury trials and has presented over a dozen cases to the Ninth Circuit Court of Appeals. As a federal prosecutor in Los Angeles, Mr. Loeser was a member of the Cyber and Intellectual Property Crimes Section and regularly appeared in the Central District trial courts and the Ninth Circuit Court of Appeals.
Since joining HBSS in early 2008, Mr. Loeser has investigated and prosecuted cases against builders, lenders, appraisal management companies, title insurers and escrow companies for profiteering and other fraud at the expense of borrowers and homeowners. He also applies his experience as an MBA financial analyst and as a cyber-prosecutor to the investigation and prosecution of cases involving technology, financial instruments, racketeering, false claims and government fraud.
